No, I do not believe people introduced to facebook act kindly to one another due to the social exposure and in turn pressure that comes along with facebook. I do not believe the majority of people use facebook to make new friends but rather to stay in touch with the friends they have. With that there is no reason to act any nicer than you would in real life because you are not trying to impress anyone besides the people you already know. Your friends know you for how you act in person, acting differently on facebook wouldn't make any sense.
When you do meet new people on facebook I appear most people would act as they usually do in person. If you do not happen to like someone you just met on facebook you would probably ignore theyre future requests to come in contact. This is a random person you met and someone you would not run into in person so your actions online do not have any definite consequences which can affect you in real life. I truly believe people who are kind in real life will act that way on facebook and vice versa. Facebook is simply an online version of the individual, you can't portray yourself to be someone your not because with all the social exposure facebook forces upon us the true you is impossible to mask.
